Uttar Pradesh (UP) and Japan's Yamanashi Prefecture have formalised a partnership to deepen tourism ties, with a shared focus on the Buddhist Circuit. The Memorandum of Understanding (MoU) was signed in Lucknow during the UP-Japan Investment Meet 2026, in the presence of Chief Minister Yogi Adityanath. The pact is designed to leverage the cultural and spiritual connections between the two regions to stimulate growth in tourism and hospitality.
The initiative positions Yamanashi, home to Mount Fuji, as a strategic gateway for Japanese travellers heading to Uttar Pradesh's Buddhist heritage sites. Tourism and Culture Minister Jaiveer Singh underscored the transformation in UP's approach to Buddhist tourism since 2017, citing improved connectivity and enhanced visitor experiences. "Yamanashi can play an important role in connecting Japanese tourists with the Buddhist and spiritual destinations of Uttar Pradesh," he said.
Key pillars of the cooperation
The MoU outlines a framework for joint promotional campaigns, knowledge exchange, and the development of religious and cultural tourism routes. Both regions will also work to raise awareness of UNESCO World Heritage sites, including Sarnath in UP and Fujisan in Japan. The collaboration extends to wellness tourism, a segment that has seen rising demand among Japanese travellers.
Additional Chief Secretary Amrit Abhijat highlighted UP's appeal to investors, pointing to its cultural heritage and robust economic growth. The state recorded a significant uptick in tourist arrivals, with over 81.8 lakh visitors in 2025, including 4.43 lakh foreign tourists. This growth trajectory is expected to accelerate with the new partnership.
The agreement also aims to enhance tourism infrastructure and create new opportunities for cultural exchanges. For travel professionals, the move signals a concerted effort to tap into the Japanese outbound market, which has shown renewed interest in spiritual and heritage travel. The Buddhist Circuit, which includes destinations such as Sarnath, Kushinagar, and Sravasti, is a key draw for Japanese pilgrims and cultural tourists alike.
Industry observers note that the MoU could pave the way for increased air connectivity between Japan and Uttar Pradesh, potentially benefiting airlines and tour operators. The state's improved tourism infrastructure, including new airports and upgraded rail links, is expected to support this growth. For hoteliers and hospitality groups, the influx of Japanese visitors could spur demand for premium and wellness-oriented accommodations.
The UP-Japan Investment Meet 2026 itself reflects a broader push to attract Japanese investment into the state's tourism and hospitality sectors. With Yamanashi's expertise in managing cultural tourism and its proximity to Tokyo, the partnership is seen as a model for regional cooperation in Asia.
As part of the agreement, both sides will engage in regular knowledge-sharing sessions and familiarisation trips for travel agents and media. This is expected to build a stronger pipeline of Japanese tourists to UP, complementing existing efforts to promote the state's diverse offerings.
For travel trade professionals, the development underscores the importance of cross-border partnerships in driving tourism growth.
